URALCHEM takes part in international conference on safety management of chemical products

Moscow, RussiaApril 9, 2010 – URALCHEM’s representatives participated in the international conference on registration, evaluation, authorisation and restrictions of use of chemicals (REACH), “REACH in Russia and CIS”, held in Budapest on March 25-26, 2010.

The new regulation on REACH imposes certain strict criteria for all producers, importers, distributors and downstream users of chemical products. All chemical producers which export to the EU more than 1 tonne per year of goods are obliged to provide a registration dossier and to register their products with the European Chemical Agency through their representatives in the EU or other intermediaries.

Vladimir Onischenko, a technical regulation and standardisation manager of the Resource Tracking Department of URALCHEM, who was presenting at this conference, commented: “Presently the European Union is introducing an expanded programme designed to control the flow of chemical materials. At the moment, the programme is implemented on a voluntary basis as a Global Product Strategy (GPS). According to the European Chemical Agency and the European Chemical Industry Council (Cefic), this initiative will become mandatory by 2015 in order to prevent the sale of low quality chemicals in the EU. In December 2009, URALCHEM joined the global programme, Responsible Care, with an objective to improve and increase the level of health, safety and environment, as well as to promote further product development and improvement in production processes.

“In addition to the discussion of the new REACH regulation,” Vladimir Onischenko added, “all manufacturers and importers of chemical materials to the EU are obliged to propose provisional classifications for their substances to the European Chemical Agency by November 30, 2010 in compliance with the European regulation CLP, Classification, Labelling and Packaging. URALCHEM formed a working group which is actively working to fulfil the requirements of these provisions”.
