URALCHEM products are pre-registered with European Chemicals Agency

Moscow, Russia – July 11, 2008 – URALCHEM, OJSC, (“URALCHEM” or “the Company”), one of the largest producers of nitrogen and phosphate fertilizers in Russia and the CIS, today announced that, in accordance with REACH legislation*, it has pre-registered its chemical products intended for export to the European Union with the European Chemicals Agency.

URALCHEM, therefore, became one of the first Russian mineral fertilizer producers to pre-register its products, confirming the right to continue exporting its chemicals to European Union countries after December 1, 2008.

*REACH is the new Regulation on Registration, Evaluation, Authorisation and Restriction of Chemicals introduced by the European Union. According to the new regulation, all chemicals imported to the territory of the European Union must be registered with the European Chemicals Agency (ECA). The registration process comprises preliminary registration (pre-registration) (June 1, 2008 to December 1, 2008) and full registration (the terms depend on the volume of export to the European Union). The companies which fail to register with the ECA will not be able to export their products to the European Union after the indicated date.
